Conference Recommendations

General recommendations synthesized from the brief reports submitted by the participating researchers across the five scientific tracks.

CIMEGS-IC 2026 brought together researchers from the MENA region and the Gulf around Advanced AI and Green Digital Technologies. Across the five tracks, their contributions converged on a shared message: the benefits of AI and digital transformation can only be realized sustainably and responsibly when they are paired with sound governance, ethics, capacity building, and regional cooperation. The following cross-cutting recommendations, followed by track-specific ones, summarize that collective output.

Cross-cutting recommendations

1 Move from soft ethics to binding governance

Transition from non-binding ethical charters to enforceable national and regional regulation that defines legal responsibility for automated decisions, mandates algorithmic transparency and auditability, and closes the widening gap between fast technological change and slower legislation.

2 Embed AI ethics and digital skills in education

Integrate AI ethics, responsible-use, and "question/prompt engineering" modules into university curricula and teacher-training programs; provide continuous training for researchers, public servants, and technical teams; and enforce research-integrity rules on the use of AI tools.

3 Make explainability and human oversight the default

Prioritize Explainable AI (XAI) so model decisions rest on transparent, auditable foundations, and preserve a critical human role in interpretation, treating AI as a decision-support tool that augments expertise rather than replacing it.

4 Invest in sovereign, sustainable digital infrastructure

Build national and regional data platforms with strong data quality and privacy; localize "green / lean" AI and Arabic-language models to reduce the energy and water footprint of data centers; and pursue digital and data sovereignty.

5 Tie digital transformation to the green transition

Use AI to integrate renewable energy, optimize energy and water use, and lower carbon footprints; support green entrepreneurship and green finance through fiscal incentives, green public procurement, and dedicated incubators.

6 Strengthen MENA & Gulf regional cooperation

Create regional coordination mechanisms to share expertise, standards, and technology across food security, smart agriculture, resilient supply chains, financial inclusion, and the digital preservation of shared heritage.

7 Adopt a phased "pilot then scale" approach

Encourage small, well-evaluated pilot projects in agriculture, finance, logistics, health, and public services before full deployment, paired with sustained investment in human and institutional absorptive capacity.

8 Bridge the digital divide and protect the vulnerable

Extend digital infrastructure to rural and underserved areas, support women-led and student enterprises, and design inclusive financing and capacity-building programs so that no group is left behind in the digital transition.

Track-specific recommendations

Track 1 Smart Engineering, Computing & Data Systems

  • Adopt clear institutional AI policies and teach "question / prompt engineering" as a higher-order thinking skill; embed ethics-of-technology courses in computer-science and management programs.
  • Build flexible legal frameworks for cybersecurity and AI accountability, supported by international cooperation on common standards and digital-evidence sharing.
  • Deploy AI and edge solutions for renewable-grid management, predictive maintenance, and smart irrigation, optimized for local and extreme (e.g., Saharan) conditions, with solar / off-grid options and strong cybersecurity.

Track 2 Green Economy, Business, Marketing, Logistics, Blockchain & Finance

  • Give legal recognition to smart contracts and blockchain, and pilot blockchain-based traceability for trade and supply chains, shifting toward energy-efficient consensus mechanisms (PoS / DAG).
  • Adopt high-frequency, explainable early-warning systems for financial distress and credit risk, and develop coherent regulatory frameworks for AI and green FinTech.
  • Mainstream corporate social responsibility and green entrepreneurship through incentives, university incubators, awareness programs, and a shared regional CSR reference framework.

Track 3 Smart Agriculture, Biology & Environmental Sciences

  • Direct government support and research investment toward smart, climate-adapted agriculture and soil-health monitoring suited to arid and desert conditions.
  • Extend rural digital infrastructure (IoT, remote sensing, AI) and prioritize securing reliable water resources before scaling precision-farming equipment.
  • Manage the food, water and energy nexus through coordinated, evidence-based strategies and AI-driven environmental monitoring, while controlling the carbon footprint of the monitoring systems themselves.

Track 4 AI in Social Sciences, Education, Arts & Humanities

  • Pair generative AI in education and media with clear ethical frameworks, teacher and journalist training, transparency, and human oversight.
  • Use "green AI" and specialized OCR / HTR models to digitize and preserve heritage, manuscripts, and national archives, with local and African cooperation and data sovereignty.
  • Establish national AI authorities and unified ethics-and-legislation charters to align technological progress with citizens' rights and environmental accountability.

Track 5 AI, Health & Medical Innovations

  • Build interoperable, privacy-preserving health-data infrastructure and predictive models for epidemic response and structural resilience.
  • Adopt interpretable clinical decision-support tools (e.g., case-based reasoning), validated prospectively in diverse and resource-limited settings.
  • Advance integrated, multidisciplinary precision medicine that combines accessible biomarkers, chronobiology-based prevention, and the valorization of natural and marine bioactive resources, through standardized clinical studies.

These recommendations are a general synthesis of the brief reports submitted by participating researchers across the five tracks of CIMEGS-IC 2026. They are presented as a collective scientific outcome of the conference and do not reproduce any individual report.

Registration for the book chapter route closed on 26 May 2026. Publication follow-up continues for the participants who registered before the deadline.

CIMEGS-SEJ Submission

Authors may submit manuscripts to the CIMEGS Scientific and Educational Journal. All submissions are subject to the journal's independent editorial procedures and peer-review process.

External Journal Submission

Through publication arrangements established in connection with the conference, participants may submit developed manuscripts to selected external scientific journals. Each journal retains its own editorial assessment, peer review and final publication decision.
